ANC Member of Parliament Supra Mahumapelo has sparked debate within the party with a bold proposal for a comprehensive overhaul of the ANC's structure and ideology.
In a document titled "Another Perspective on ANC Repositioning and Renewal", Mahumapelo outlines a series of recommendations aimed at addressing the party's perceived weaknesses and revitalising its direction.
Mahumapelo's proposals, which he has distributed among ANC members in parliament, are aimed at tackling issues such as the influence of money in the party's internal elections, the need for greater inclusivity, and a renewed focus on the party's core values.
"The May 29 election results highlighted the need for the party to address shifting dynamics," Mahumapelo states in his document. He argues that the party's current structure, with its large National Executive Committee (NEC) and reliance on branch card-carrying membership, has created a system where "monied members buy branches to elect them to the NEC."
To address this issue, Mahumapelo proposes a reduction in the size of the NEC from 87 to 54 members, with one member representing each of the nine provinces. He believes this will promote inclusivity and ensure that the NEC is more representative of the diverse voices within the party.
"Hopefully this will eliminate the use of money to buy branches to elect people to the NEC," Mahumapelo states.
He also suggests that the NEC should rotate to various regions once a quarter for at least a week to gain a better understanding of the country's dynamics and demonstrate the unitary character of the ANC.
Mahumapelo's proposals extend beyond structural changes. He also calls for a comprehensive review of the Freedom Charter, arguing that it needs to be updated to reflect South Africa's unique path to development.
"Reviewing the Freedom Charter is one way to shape our future. This document should reflect South Africa’s unique path to development," Mahumapelo says.
He suggests a similar approach to China's review of its own foundational documents, aiming to create a "SA Freedom Charter for a Developmental State" that is consistent in areas like international relations and social cohesion.
Mahumapelo's document also addresses the issue of the ANC's relationship with its members and supporters. He proposes the establishment of a series of forums, including the ANC Fans Forum, ANC Voters Forum, ANC Activists Forum, ANC Members Forum, ANC Supporters Forum, ANC Senior Citizens Forum, ANC Stalwarts or Veterans Forum, and a Former ANC Public Representatives Forum.
These forums, according to Mahumapelo, would provide a platform for South Africans and non-South Africans to engage with the ANC, contribute ideas, funds, and donations, and strengthen the party's connection with its base.
"This is important because some of them feel sidelined and isolated from the ANC. Even if such members continue to be active in the various structures of the ANC and alliance partners, they are a critical body that the ANC must use to advance the course of the revolution," Mahumapelo states.
